If that gap appears after payment, the result may be a delayed launch, repeat testing, and little leverage with the supplier. Before paying a deposit, connect the documents, production trials, and final payment to the same machine-material-process combination you plan to operate.<\/p>\n<div id=\"ez-toc-container\" Ask which object, market, legal instrument, sample, issuer, and report date the claim covers. \u201cCE, SGS, or ECM\u201d alone does not tell you whether the document concerns the machine or the straw.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Layer_1_the_machine\"><\/span>Layer 1: the machine<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Layer 1 concerns the equipment itself: mechanical hazards, electrical risks, guarding, emergency stops, instructions, and the other requirements that apply where the machine will be sold and used.<\/p>\n<p>For the EU, CE marking is not automatically a certificate \u201cissued by SGS.\u201d The manufacturer identifies the applicable legislation, follows the required conformity-assessment route, prepares technical documentation, signs the Declaration of Conformity, and affixes the mark. A third party may conduct testing within a defined scope, but its logo does not replace the manufacturer\u2019s declaration. The assessment depends on the formulation and intended use, not the machine nameplate. Paper, ink, treatment, adhesive, beverage, time, and temperature can all affect the conclusion.<\/p>\n<p>In the EU, <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2004\/1935\/oj\" target=\"_blank\" rel=\"noopener\">Regulation (EC) No 1935\/2004<\/a> provides the general food-contact framework: materials must not transfer constituents to food at levels that endanger health, unacceptably change food composition, or impair sensory properties. Good manufacturing practice is governed by Regulation (EC) No 2023\/2006. <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2011\/10\/oj\" target=\"_blank\" rel=\"noopener\">Regulation (EU) No 10\/2011<\/a> applies specifically to plastics. It may be relevant when a straw contains a plastic layer, but it is not a blanket paper-straw certificate.<\/p>\n<p>In the United States, status depends on each substance, its intended use, and the conditions of use. Relevant bases include 21 CFR provisions, effective Food Contact Notifications, prior sanctions, and exemptions. Use the <a href=\"https:\/\/tw0909.com\/fda-food-contact-compliance-checklist-straw-importers\">food-contact compliance checklist<\/a> to trace the route.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"The_one-field_test_that_exposes_a_scope_mismatch\"><\/span>The one-field test that exposes a scope mismatch<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Check the \u201cobject,\u201d \u201cproduct,\u201d \u201cmodel,\u201d or \u201csample identification\u201d field on every document. A declaration naming model ABC-500 is evidence about the machine. A migration report naming \u201cwhite paper straw, batch P2406, coating C7\u201d is evidence about the output. One cannot replace the other.<\/p>\n<p>Next, match four identifiers across the purchase order, report, and test sample:<\/p>\n<ul>\n<li>exact machine model and serial or production configuration;<\/li>\n<li>exact paper, coating, ink, and adhesive specifications;<\/li>\n<li>intended beverage, contact time, and temperature;<\/li>\n<li>destination market and current legal version.<\/li>\n<\/ul>\n<p>Treat any mismatch as an open item, not a minor clerical defect.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_document_pack_to_demand_before_the_deposit\"><\/span>The document pack to demand before the deposit<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Request the documents while the buyer still has commercial leverage. Have a qualified compliance professional review them for the destination market rather than asking a machinery salesperson to make the final legal determination.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Machine-side_file\"><\/span>Machine-side file<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Request:<\/p>\n<ul>\n<li>Declaration of Conformity identifying the manufacturer, exact machine model, applicable legislation, and standards;<\/li>\n<li>a technical-file index or agreed evidence package, including risk assessment and safety-system information where available;<\/li>\n<li>complete third-party reports showing scope, method, model, date, and issuer;<\/li>\n<li>electrical schedule, installed power, voltage, phase, frequency, compressed-air demand, and connector requirements;<\/li>\n<li>operating, maintenance, lockout, and troubleshooting manuals;<\/li>\n<li>layout, dimensions, mass, access clearances, guarding, and utility points.<\/li>\n<\/ul>\n<p>A quotation might show 3-phase 380 V\/50 Hz, roughly 1,300 kg, or a 3,500 \u00d7 1,500 \u00d7 1,200 mm footprint. These are model-specific RFQ fields, not an \u201cinternational standard.\u201d Confirm each figure against the general arrangement drawing and utility schedule. This <a href=\"https:\/\/tw0909.com\/straw-machine-spec-sheets-decoded\">spec-sheet decoding guide<\/a> explains how to separate a sales table from an enforceable specification.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Output-side_file\"><\/span>Output-side file<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>For the exact straw recipe, request:<\/p>\n<ul>\n<li>paper specifications, supplier, grade, basis weight, and lot traceability;<\/li>\n<li>coating, ink, colorant, adhesive, and processing-aid specifications;<\/li>\n<li>a destination-specific declaration or compliance statement supported by the applicable evidence;<\/li>\n<li>relevant migration or extraction evidence for intended conditions;<\/li>\n<li>PFAS report stating the analytical method, target-analyte list or total-organic-fluorine approach, limit of detection, limit of quantification, sample batch, and result units;<\/li>\n<li>change-control terms for any material, supplier, or process change.<\/li>\n<\/ul>\n<p>\u201cFDA approved paper\u201d or \u201cEU compliant coating\u201d does not settle the question. An authorization may be limited to a particular supplier, use, food type, temperature, or concentration. The buyer\u2019s actual risk lies with the finished article and its foreseeable use.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Three_recurring_scope_traps\"><\/span>Three recurring scope traps<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ol>\n<li><strong>Right company, wrong machine.<\/strong> The report covers another model or a slower configuration.<\/li>\n<li><strong>Right straw, wrong recipe.<\/strong> The tested sample used a different paper, coating, ink, or adhesive than the production order.<\/li>\n<li><strong>Right test, stale legal basis.<\/strong> The report cites a superseded standard or misses a relevant amendment. For example, EU Regulation 2023\/1442 is not the last amendment to 10\/2011; Regulation (EU) 2025\/351 made later changes.<\/li>\n<\/ol>\n<p>China\u2019s GB 4806.8-2016, for instance, was replaced by <strong>GB 4806.8-2022<\/strong>, effective June 30, 2023. A supplier still presenting the 2016 edition in 2026 should explain the gap and provide current evidence.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Put_compliance_into_FAT_SAT_and_payment_terms\"><\/span>Put compliance into FAT, SAT, and payment terms<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Documents describe a configuration. Acceptance testing shows what the contracted line actually does.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Factory_Acceptance_Test_FAT\"><\/span>Factory Acceptance Test (FAT)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Run FAT with the agreed material, dimensions, and operating condition. \u201cRated speed\u201d should mean sustained output over a defined period, not a momentary number on a screen.<\/p>\n<p>Record the input lots, settings, stoppages, scrap, good-count output, dimensions, seam integrity, and changeover time. Seal representative samples from the run and send them to a buyer-approved independent laboratory, identifying the destination market and beverage conditions.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Site_Acceptance_Test_SAT\"><\/span>Site Acceptance Test (SAT)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Repeat the agreed run after installation using the buyer\u2019s utilities, operators, and materials. Confirm safety functions, output rate, defect definition, recipe control, traceability, and finished-straw results. Keep <strong>10%\u201320% of the contract value<\/strong> payable only after the defined SAT criteria are met. This is a negotiated risk-control term, not a certification rule.<\/p>\n<p>A workable clause states the duration, speed, good-unit definition, sampling, measurement, retest, and remedy. \u201cMachine runs normally\u201d is not an acceptance criterion.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Which_requirements_apply_in_each_destination_market\"><\/span>Which requirements apply in each destination market?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>There is no universal four-market certificate. It does not turn a machine\u2019s CE file into food-contact approval. A paper straw with a plastic coating may also need a classification check. Compostability claims need a separate, product-specific scope review.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"PFAS-free_must_be_a_defined_test_claim\"><\/span>PFAS-free must be a defined test claim<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>There is no single worldwide definition, analyte list, method, or reporting threshold for \u201cPFAS-free.\u201d A report may accurately state \u201cnot detected\u201d for 29 targeted compounds while revealing nothing about PFAS that were not measured. A useful purchasing specification therefore defines the method and reporting limit before testing.<\/p>\n<p>Peer-reviewed research has detected PFAS in commercially available drinking straws, including paper products. This supports verification, but it does not prove that every paper straw contains PFAS or that every detection violates the law. The U.S. FDA also says PFAS grease-proofers for paper food packaging are no longer sold into the U.S. market and related food-contact notifications are no longer effective.<\/p>\n<p>A decision-ready PFAS report should show:<\/p>\n<ol>\n<li>exact sample and production batch;<\/li>\n<li>laboratory and method;<\/li>\n<li>targeted analytes and\/or total-fluorine screening scope;<\/li>\n<li>LOD, LOQ, units, results, and handling of non-detects;<\/li>\n<li>sampling frequency and change-control trigger.<\/li>\n<\/ol>\n<p>See this <a href=\"https:\/\/tw0909.com\/pfas-free-paper-straws-coating-compliance\">PFAS-free paper straw compliance guide<\/a>.
